few basic rules for a campaign that will help the policy not to die
The Italian economy is in trouble and our life together is in crisis. We must do something, you must do so immediately, starting with small but clear signals. We offer and guarantee, for example, a few rules to help in the reconstruction of the conditions for effective policy and participation of citizens in political dialogue.
The costs of politic
The first rule is to minimize the costs of politics. Election campaigns, you know, very expensive, because it cost to advertise in the media, it costs the organization of conferences and public events. Let us therefore a limit on election expenses: Each candidate for mayor is committed to: •
do not spend on his campaign more than 50,000 €;
• declare ex-ante their sponsors and supporters election.
The result will be twofold: will reduce substantially the costs of the election campaign and, most importantly, we will put all candidates on an equal footing at the start. For democracy is not a trivial step.

The second rule commits the newspapers and local media to have a debate, open and clear. Every journalist is working to: • provide space
adequately to all candidates and all political parties and associations that in the coming months will participate in the electoral debate;
• suspend advertising and listings to pay by direct election purposes; •
host political forums open and structured (eg, offering thematic debates that allow a clear comparison of different positions and policy proposals);

• strengthening the sections dedicated to letters and spaces available to all citizens wishing to intervene in the national debate.

The City identifies the three-month campaign that the city halls in Venice, Mestre, Marghera and other municipalities in the municipal election will be guests to the initiatives of all those who request them. Obviously you will have to comply with a routine use of local programming. Some
open public places (fields, squares and streets) will be equipped to rallies and public meetings no cost to the promoters.

programs of candidates and coalitions will be made available in a section of the website of the City of Venice and stored as official documents. These documents will be available throughout the 2010-2015 budget period to ensure that every citizen can verify the correspondence between what is stated and what has been achieved in case of victory of the candidate and the coalition proposal.
Other rules could be usefully added. But that may already be an interesting step.
